Mayor Sharon McShurley said the city stands to lose $7 million in tax revenue over 2009 and 2010 because of the property tax restructuring plan approved by state lawmakers this year. The plan will give homeowners and other taxpayers caps on their bills, but will mean less money for schools and local governments.
